Before You Use This Tool

Airport “Parking Charge Notices” (PCNs) often look official, but many do not comply with the Protection of Freedoms Act (POFA). If the letter does not contain the specific statutory wording required to hold the keeper liable, you can use this form to generate a rejection letter.

Check the letter carefully for the following:

No POFA references: The letter should not mention POFA 2012.
Issued by airport/agent: Typically for drop-off/short-stay zones.
No keeper liability wording: If the letter claims liability, it is unenforceable.
Invitation vs. instruction: A polite request is not a legal obligation.
